It hangs in the Art Institute of Chicago and is just as impressive in person as any of the old renaissance paintings out there.
Once dry, yes. But while using it, it'll act like watercolor if it gets water in it.

Oh ok, talking about heavy HEAVY rain it might. Can't talk from experience, in my city umbrellas are not even a thing cause heavy rain is very rare.
