I take it you’ve never been through a tornado or hurricane. Keep in mind that an F5 tornado can have wind speeds over 300 mph (500 km/h). Even the more common F2 tornadoes have wind speeds in excess of 113 mph (181 km/h). The only realistic way of building a structure to survive that is to build underground, which is both expensive and difficult to live with. Hurricane resistant structures are a bit easier, but still have to deal with both high winds, at least 71 mph (119 km/h), as well as flooding so they are not exactly easy to build either.
