there is someone that i have liked for ages and i don't know how to ask him out or something because he is extremely shy and has dropped out of school. however, he does live three houses down from me and his little brother thinks that it is his job to get us together. what should i do?

Ask him to hang out. Just low key. To watch a movie or go get something to eat. Start out by becoming friends and see what happens. If he is shy, he will probably be put off by any grand romantic gesture, so keep it casual.
